10-Year Legislation
In June of 1999 Oregon was the first state to adopt legislation requiring that all single-station ionization-type smoke alarms sold in the state be equipped with 10-year batteries. In New York, during the 2001 legislative session, a 10-year smoke alarm bill has been submitted. Additionally, similar bills are expected in Pennsylvania, New Hampshire and Florida in 2001. Numerous national and international fire safety organizations have expressed their support for improved fire safety programs including legislation for 10-year smoke alarms. These include the International Fire Marshals Association, the U.S. Fire Administration, the National Association of State Fire Marshals, the Centers for Disease Control and the International Fire Chiefs Association.

Future Needs and Requirements for Residential Smoke Alarms
The U.S. market for smoke alarms has grown significantly over the last twenty years. Growth has been fueled by a combination of: increased public awareness of the value of smoke alarms, state and local governments enacting legislation requiring the installation of smoke alarms, and in some cases an increased number of smoke alarms per residence. Independent studies completed in late 1994 by the National Fire Protection Association (NFPA) indicate that approximately 92% of households in the United States have one or more smoke alarms, up from approximately 10% in 1975. Although multiple smoke alarms can decrease risk of death due to fire, the U.S. Consumer Product Safety Commission estimates that only 41% of U.S. households have more than one smoke alarm and only 13% have three or more smoke alarms.

In 1978, the NFPA recommended that a smoke alarm be installed on every level of a residence. In June of 1992, NFPA released results of a ten-year study (1981-1990) which indicated that the death rate for individuals in a fire decreased by 42% in those areas where a smoke alarm was present.

The trend to increasingly stringent smoke alarm requirements is continuing as more governmental entities adopt legislation and as legislation increasingly covers existing as well as new homes and mandates more smoke alarms per residence. In addition, regional building associations, which publish model codes such as the Uniform Building Code, the national Building Code and the One and Two Family Dwelling Code for new and existing homes, have enacted guidelines generally recommending that smoke alarms be installed in or near every sleeping room and/or on every level.
